It could be caused by a number of things. Different paint products contain different solvents and some of these solvents won't work together. Did you use any paint or primer that is lacquer based? Lacquer based products should not be applied over certain types of paints like acrylic enamels. The lacquer solvent eats through the enamel and causes the paint to come off. It is best to avoid any lacquer based products.

Your problem could also be caused by poor prep work. Did you sand the surface properly before painting. You should sand the surface with 400 grit before painting. Are you painting a plastic gas tank? Flex additives need to be used when painting flexible surfaces.

Did you spill any gas on the fresh paint? Gas can harm fresh paint. Hope this helps.
if its a plastic tank, you can't paint it. the tank ';breathes'; and that is what causes the bubbles. this is why gas tank graphics are perforated
bubbled off cause of poor prep work need to get it clean with denatured alchohol and prime it good sand between coats of primer and clean between coats.
